Ce document est le premier avertit clairement que les Israéliens sont sur le point d’achever un réacteur nucléaire. Ce rapport détaillé, met en évidence que le réacteur est en construction, en collaboration avec la France depuis 1956 (point 3 de la conclusion) et que les éléments concernant ce sujet sont disponibles auprès des services d’Intelligence depuis avril 1958 (point 3a de la conclusion.
